Recruitment rules for Assistant Education Inspector were published. According to the provisions of these allowance rules, the primary teacher was considered as the feed cadre of the assistant education inspector, and accordingly, the primary teachers were entitled to the promotion as the first higher standard, i.e. the salary standard of the assistant education inspector.

Subsequently, the recruitment rules of the headteacher cadre were published from the notification dated 18-01-2012 under reference (2) of this department. As per the provision made by these allowance rules, the primary teacher was appointed as the feeder cadre of the headteacher. Thus, as per the notification dated 03-01-2004, there are two vacancies for promotion of primary teachers as Assistant Education Inspector and as per the notification dated 18-01-2012, there are two vacancies for promotion of headteachers. Subsequently, the allowance rules of Assistant Education Inspector, 2019 were published from the notification under reference (5) dated 31-01-2019 of this department. As per the provisions of these rules, the headteacher cadre has been included instead of the primary teachers as the feeder cad of the assistant education inspector. Thus, there was inconsistency in their higher pay scale as there was no room for direct promotion for primary teachers and the promotion of headteachers was voluntary for primary teachers
At the end of the deliberations regarding the removal of inconsistencies, under reference (6) The recruitment rules of Head Teacher, Class-3 cadre have been amended from the notification dated 12-01-2021 of this department, and the recruitment rules of Assistant Education Inspector, 2021 have been published from the notification dated 21-01-2021 under reference (7). Subsequently, the resolution under reference (8) dated 19/06/2021 has allowed the headteacher, class-3 cadre to be considered as an academic cadre.

It is voluntary for the headteacher to be promoted to the post of Assistant Education Inspector. This means that there is no place for compulsory promotion for the headteacher but only those headteachers who want to get a promotion have to pass the relevant examination. Thus, the cadre of the headteacher is a solitary cadre.
